Lorenzo Minganti was born in Bologna on 12 September 1973.
He is a lawyer specialising in Administrative Law, especially town planning, environmental and public contract law.
He has provided legal consulting on matters relating to town-planning and environmental issues to both public and private administrations since 2007.
Among the various consulting services provided, of note are the SOS4life project in the Municipality of San Lazzaro di Savena (BO), concerning the study of legal issues related to the cancellation of urban residues as part of the urban and environmental policies for reducing soil consumption, as well as, starting in March 2019, the study and drafting of the technical rules of the Environmental Plan for Parco del Sile (TV).
Furthermore, between 2017 and 2022, he was a consultant for CNA Nazionale and CNA Emilia-Romagna on matters relating to procurement legislation, and between 2016 and 2022 he was Chairman of Se.ra Srl, a company under public control operating in the school and senior citizens catering sector.
Between June 2009 and May 2019, he served as Mayor of the Municipality of Minerbio (BO), where he had previously held the office of Councillor (October 2002 - June 2009).
Between 1996 and 2002 he held administrative positions in various Local Authorities, with increasing responsibility.
Over the years, he has been invited as speaker in many training courses and seminars.
In 2006, he achieved a PhD in Law and Economics from Bologna University. In 2001 he earned a Master from the School of specialisation in studies on public administration and QUASAP - Bologna University.
He graduated in 2001 with a degree in Law from Ferrara University, in 2018 with a degree in Contemporary History from Bologna University and in 2019 he enrolled in a Master’s Degree Course in Politics, Administration and Organisation at Bologna University.
